Project Manager Position within the Environmental and Community Building Administration

The position is located within the Environmental and Community Building Administration, which is one of eight administrations in Linköping Municipality. Your Responsibilities

Do you want to help lead Linköping Municipality's transition towards a faster, smarter, and more citizen-focused community building process? We are looking for someone who can transform strategic goals into concrete improvements by driving our work with new digital solutions!

As a project manager, your main task will be to lead and implement central development initiatives to establish a flexible and automated working method within the Environmental and Community Building Administration (MoS). You will drive the implementation of new data-driven and service-oriented system solutions, focusing on building:

  • Operational Governance and Ownership: Shift focus from supplier-driven functionality to building internal capabilities to identify opportunities for continuous development and automation of our processes.
  • Increased Flexibility and Scalability: We build modular services that meet the unique requirements of the process and allow us to replace parts gradually in the future. This means we get a platform rather than a locked final product.
  • Automation and Efficiency: Lead projects that enable the automation of tasks, freeing up time to provide enhanced citizen services where they are truly needed.
  • Better Service and Follow-Up: Work to create a cohesive and uninterrupted community building process with residents and entrepreneurs in focus, where they can easily and quickly get help and track their case.

Your Workplace

You will be part of the development organization within the Environmental and Community Building Administration. We are tasked with coordinating, supporting, and leading the administration's development work.

The development work carried out is primarily not about technology, but about changing the foundations of how things are done within our organization – a cultural shift. We support each other in a team effort and utilize each other's expertise.

The position is located in our beautiful premises in Ebbepark.

Who We Are Looking For

We are looking for someone with a university or college education that is deemed relevant by the employer. If you have an education in system science, computer engineering, or similar, we see it as an advantage, as well as education or courses in change management or project management. Furthermore, it is desirable if you have knowledge of change management in organizational development. We would like you to have industry experience from the community building process and geographic information.

It is an advantage if you have a strong interest in data-driven development and can create an understanding of what a common data management offers in terms of opportunities. We would like you to have thoughts on how the current IT infrastructure should change and what opportunities for community building can be created with AI and dynamic data.

It is an advantage if you have:

  • documented experience in overall organizational development based on the needs of the organization where systems and technology have created new opportunities
  • experience in data-driven and service-oriented development
  • experience in project management and purpose-driven development

The position involves a lot of documentation, which requires good knowledge of Swedish in both speech and writing.

Furthermore, you work towards goals and focus on results, but at the same time, you easily adapt to changing circumstances and see the opportunities in the changes that may occur.
